Foreign Hoover "Futura" canister 220V with standard american plug NIB on Ebay?

I have some questions about this, if i was made of money i would buy this but one thing. Its a 220V with a standard American plug, which means id have to buy a converter box but also what country would have standard american plugs that run 220V/240V? I dont think thats even a thing. Most 220v/240V fixtures have different shapes for plugs that run that voltage. It seems like this could be marketed somewhere in Europe and The middle east or just around Asia in general. Idk can someone please enlighten me? I will also post the Ebay link aswell. This is certainly a unique machine and would not mind having it in my collection although i do not want to go through the trouble of having to use it and having to plug in a converter box every single time -Dakota

UPDATE: It seems that this was sold to service members overseas which makes more sense. It kinda reminds me of the Dual Voltage Convertible a bit in the sense that THAT was also sold to service members overseas from what i believe, it would be cool to have this paired with a Dual Voltage Convertible in a collection. The machine being from 1994, and unused, was likely bought during Operation Vigilant Warrior . Which lasted from Oct- Dec 1994 in Riyadh. Since the operation was so short, anyone that got deployed would have likely never had time to even use it. Was likely bought on the allowed personal budget for on-base goods at the time. I have a Betamax player that belonged to a US Navy veteran stationed in San Francisco in the 80s. It's not working, but the box still has the naval address and all that printed on it, its pretty cool little piece of history.
