What an interesting photo! It would seem as if the handle was shortened solely for this purpose. Perhaps this was an even earlier model such as 102 or 105? A 541 would've been brand new and quite expensive in 1923 when the photos was taken.
 
Hoover handle

On my screen the handle seems to extend past the users right knee almost to the chair top.
Great picture.Makes the 'vacuum your cat' videos look tame.
 
There is a possibility...

It's a Hoover 105. Note that the top of the bag is attached to the handle slide WITHOUT a bag spreader, which was a brand new feature of the brand new 541 (10 improvements over the 105). I blew the pic up on my iPhone, and cannot see a bag spreader.

That's a 541 handle, though. You can clearly see the silver ring about 8" down from the top where the straight handle grip starts, and the metal cap on the flattened end.


 


If it was any model earlier than a 541, the handle would be rounded off with no grip, like the wooden handle of a garden shovel. AFAIK the 541 was the only Hoover to have that particular handle -- the 543 was the first to have a curved handle-end.


 


 
 
I enlarged it on the computer screen and I think I see a height adjustment on the side of the vacuum. In the early 541 manual it shows the vacuum with a bag that has a strap in the center and doesn't have the bag spreader, but then there are other pictures that show the bag with bag spreader.
