Does these tabs slide out?

I have an old Hoover model 450 and I seem to have trouble trying to get these tabs to move. Are these fixed in place or is it just really stuck in there? Im trying to replace the brushroll in it so I can use it. If anybody could help, I would really appreciate it.

--should lift up. You probably have years of dirt and grit as well as possible moisture and slight rust on them. You might try WD 40 or similar,let sit and pry up gently with flat screwdriver. Good luck and you may soon see that to beat,sweep and clean with a Hoover was one best things to happen to a rug.
 
Hoover

Sometimes lubricant and patience are what's needed. If someone could post pictures of similar Hoover brush removal you could see entire mechanism. I may be near one of mine later today.
 
Quoting from the owners manual

At each end of the agitator is a clamping lever with a bent over lug. Raise and move the lugs toward the front of the cleaner as far as they will go. This will release the agitator so that it can be lifted out.
