I agree Cole, I was thinking Toshiba also. I had one that had a similar hose with the on/off handle on the hose. Very innovative for it's time, as it was quite a few years ago. It was actually a very decent vacuum.
 
If we could zoom in on the photo, we might be able to read the name. I might hazard a guess that it’s the word “National” for Matsushita’s National Panasonic.

In any case it looks like it splits into 2 pieces like so many bagless Japanese vacs from the 1980’s. All the big Japanese companies made them: Sanyo, Toshiba, Hitachi, National. Great little vacs! Lightweight, quiet, powerful!
 
If it's one of those 70's Japanese vacuums, it's well worth the $10. Worth it still if it opens up like a Transformer like some of them do.
 
I have a Sanyo made one. It splits in half and the filter has a crank you turn to dislodge the dust from the filter, then you take the filter off and dump out the dust compartment.

It also has a bucket that the hose and attachments fit inside. You can either carry it around with the bucket or remove it to use as a canister.

Mine is badged Kenmore and the bucket says "Let's Clean" on it. According to the manual it's from 1983.
