Can Anyone ID this Vacuum/Carpet Extractor??

Its rare that I cant identify a vacuum in the wild but this has me stumped.
I saw this on Marketplace a while ago, but I have no idea what it is or who makes it.
Can anyone ID a name or model of this thing?
It's definitely not a Hoover as the seller describes.
