I remember these!

These machines were indeed designed by Panasonic, and sold under the Kenmore brand. They were available in the early-to-mid 2000's, and were actually (in terms of price and features), close to Kenmore's bottom-of-the-line (this one may be the BOL bagged Kenmore upright from its time). For the price, they were great. This one had a bagless sibling as well, which was one of the better bagless options at the time. I found them to be quite good (but I preferred the bagged version). Lightweight, good agitation, decent on-board tools, and quieter than similar offerings. Overall, it was a cheapened version of the basic Panasonic upright, but they still held up well.

I agree. For what it is, and compared to its competitors, this machine is built well. Servicing this machine is very simple, and it's one of the easiest machines to take apart and put back together. I've used Panasonic uprights similar to this one, and I did notice that some have metal bottom plates, and in some cases, metal brush rolls. This machine has a plastic roller and a plastic bottom plate, so now that I think about it, they deem this machine to be a cheapened Panasonic as you said.
 
I remember seeing these in ads and I think there was a very BOL version in burgundy that was under the Galaxy name.
