Came across this Ebay listing (active now).
My guess, this is either a salesman's sample
or a prototype.

It's a toy, a junior-size vacuum cleaner for little homemakers-to-be. Many companies made them. I remember a toy Kenmore in the 1960s Christmas catalogs that worked just like the full-sized machines, even having an electric motor that ran on 110 volts. And I've seen Christmas ads from Hoover that show Mother and Daughter dressed in matching dusters and using "adult" and "child" Model 62 Hoovers.

That's so cool!

But, I'm surprised people had money for such luxuries during the Depression.
 
Nice Toy

I have the Apex toy vacuum and it really works....
Too funny that you would tell your child to go plug in their toy vacuum
(as well as toy stoves, irons, washers, etc.) ...these days,
they have to wear a helmet to ride their bike.......
