IMHO, The Hoover Concepts are the cream of the crop. They are Hoover's best cleaning uprights ever. They even clean better than the Sanitaire/Eureka ESPs.

In October 2002, I found my U3103 at the curb when I was trash picking aka treasure hunting. It needed a new brushroll and a new bottom plate and a new cord. It looks rough but it runs like new.

A bagged Hoover upright or a bagged Eureka upright will offer great cleaning and serve your friend well for 5-10 years.
