I'd start with taking the brushroll apart, cleaning out any hair and possibly replacing the brushroll bearings; and see where that gets you.  That's good to do every year or so, especially if the brushroll is difficult to spin freely by hand.  That could also be the source of your burning...

It's not supposed to control anything by just moving it. When you move it to "high", push downward on the handle (cleaner standing upright with the handle in the upright position) and the rear wheel axle will get hooked onto that hook you see in the first photo. This keeps the rear wheels...

The "exhaust muffler" was very short-lived. All it was, was a piece of foam glued into the full tube. Some early 65 full tubes you can see the glue residue. I don't recall offhand why it was discontinued. Perhaps John Long or someone could ask Tom Anderson for a definitive answer.
