As for the cord, buy a cheap extension cord from a hardware store, cut off the end that doesn't go into the wall, cut off the old cord of the WindTunnel, strip the insulation, and connect the colored wires together. Save a lot of money doing that ;)
All Convertible models were notorious for kicking small particles out the rear. My U4411 does that with Kitty Litter.
You can find Hoover Style 48 (for the Convertible) belts online or check hardware stores. Eureka RD belts are bigger and wear out faster, but they will work on a Convertible.

...whatever someone will give you for it. It looks pretty beat up from the pictures so I wouldn't say much.
Personally, I wouldn't pay more than $30 for it all, because of the condition of the machine itself.
The attachments and boxes for them look to be decent.
What kind of vacuums do the janitors at your schools use?
At my school, they use Windsor Sensor S12's, ProTeam backpack vacuums, and a vacuum built onto a cleaning cart called a C3 XP Cleaning Companion.
