Back in the day, if I emptied it inside my apartment, I used to lay yesterday's newspaper over the top of the bin and then invert it.     Eureka Whisk

    It looks like GE to me . . . This machine is very similar, to the MV series hand vacs GE sold. I know they dated back to at least the late 1960s.
