That is correct, the concentric hub places the brush closer to the base plate to account for wear to the bristles. I believe 1 (the setting they come from the factory with when new) is farthest away and 3 would place the brush closest to the base plate.

Re-pack the Bearings If you’re bearings have rubber shields as shown above you can carefully remove them with a tiny screw driver/pry tool or a knife and clean and re-pack them with grease so long as they aren’t too far gone already. This would be a lot easier than drilling out rivets.

Liquid Rubber There is a liquid rubber product I’ve heard of people using to seal up old Electrolux woven hoses but can’t recall the name. I’m not sure how messy it would be but that would be an option to maintain the original hose.
