What the heck is in this filter compartment?!

I did read the description of this listing, but it still makes me wonder why the heck somebody would shove some random foam filter in there. That's not really doing anything

Looks like a electrolux blower filter.

Its a ripped up blower filter for an Electrolux that's fairly old.
