It's a carpet cleaner that would have a removable handle and a vibrating sponge type pad under it for their powder cleaner(similar to Capture).We had a VW office nearby in the 80s and former salesmen have told me it worked well on many stained carpets.Other vac store owners told me the motor was same as vac power nozzle motor.
