Power head Canister Choice
The lime green Kenmore canister is on clearance at Kmart for around $145. I realize that's slightly over your budgeted price but it's a powerful machine with tools and power with large bag for any capacity. I also think that the build quality is better than some others out there.

Consumer Grade Choice
The Hoover Tempo is a great machine. But with some better options of longer, useful hose, better attachments, and extremely easy bag disposal I recommend this Hoover bagged T Series Windtunnel. Hoover is using this similarly designed machine in it's newer Task Force Commercial series. High airflow, excellent cleaning, brush roll on/off switch. Currently $100 on Amazon:

I've done my own house cleaning for many years on the side. My first pick of a machine was always a power head canister vac due to many homes being a mixture of mostly bare floors and some area rugs. I like being able to attach a quality bare floor brush for the hard floors. For a great horsehair bare floor brush your local vacuum shop probably has one for about $12 that you can use on the Kenmore canister or Panasonic that you posted. I think you get what you pay for in the most respect and the really cheap ones below $100 really will just make your life a nightmare!! Clogging performance, cheap parts breaking off too easy, blown belts, blown motors, awful filtration, and hoses that give you like 2' of which to clean with otherwise machine falls over and smacks you in the head or something of the sort!!
