Is this rare? Or worth anything?

Not particularly rare. Basically it's a Concept with on-board tools. It might appeal to the very young people on Vacuumland - adults old enough to remember them when they were new might not get too excited over one. It's in nice condition though.

I think that you should definitely pick it up! Those are cool vacuums.

If the price is good I think you should get it. They do appear now and then on various sites like ebay or in thrift stores. There 4 color schemes that I know of: black, red, dark green and navy blue. They sound like a Hoover Concept. I don't experience with them but they look nice. I've heard varying opinions on their ease of use.
