It looks like an electric friction powered vacuum.

That thing has been on eBay for years. It's a case of the seller portraying wrong information. It's totally shot and not worth $200. I'd pay $15-$20 for it and that's it. It's a curiosity or something useful for a backyard metalworker or machinist, but beyond that not much going on with it.

It's just a magnet sweep, but an electromagnet. They did not have neodymium magnets back then so the only way to make a supermagnet was to power it with electricity. Based on the shape of that cord and how melted it is, this thing has some serious power on it.

Today with the power of magnet technology we have magnets strong enough to grab and pull things from up to a foot away. Even have ones you can tow behind trucks to clean roads and parking lots.
