My Hoover model 28 is running slow. It has been running slow ever since I first got it a year ago but now it is worse than ever. I cleaned the top bearing which was caked with dirt, but I also noticed that a lot of the motor is caked in dirt so I am guessing that it has stuck carbon brushes. It also makes a very loud squeaking noise when I turn it off. I can post pictures or videos later.

Rebuilding those motors is not hard. Just keep tabs on your nuts and bolts.
Clean out both bearings, regrease the lower, and check the carbon length.
The Henry Company has carbons in stock for the 28.
