It is NOT time to replace the fan, just because there's rust on the belt drive shaft. Look at the inside of steel wands for canisters, they rust from the humidity in the air. Seventy year old Kirbys with their original fans (plus rust on the belt drive shaft) are still being used to clean with today. The only real reason to replace the Kirby fan is for an unbalanced situation due to a broken blade.
 
Go along with the above Dysonman1 statement-if the vacuum runs smooth and quietly,and has good "spindown" without any squeaks,rattles or other noise-the machine is fine and you can leave it alone.Minor nicks or bends on the blades should not affect the performance.
