My grandfather said something about his parants buying a hoover back in the 1930s. he has said they paid $15 for it.brand new. Could it possibly have been a factory rebuilt model? I do believe hoovers totally new even budget models were more than that.

Back in the 30's a Hoover cost several times more than $15! I suspect your grandfather's memory isn't quite accurate. You can find lots of "vintage Hoover ads" on ebay and see what the prices were back then. I bet even a factory rebuilt vacuum would have been more than $15.

To my knowledge (and this is after viewing hundreds of Hoover ads over the years), Hoover never advertised one of their 1930 models for under $49. They were among the first companies, however, to offer monthly payment plans, with a small down payment.
