I would guess someone along the line,someone painted it. There's good news, the hose connector looks to still be attached to the machine. You could take that to a vac shop and have one retro fitted to the connector, and a standard 1.25in end on the other end that would use any standard fit attachment available at any vac shop. When you open the lid, there should be a filter over the motor, and if it's in bad shape, you might find one on ebay or an older well established vac shop....and same for the "J" style bags. I'd keep it and use it, very unique!  Not a bad color either, could've been way worse.
