Hoover Concept One Power Drive Belt

I have a Hoover Concept One Model U3335. I am having a hard time pulling the belt over the power drive pulley. Are these belts always hard to install?

YES!Can you imagine a housewife who may have had a Convertible and then the latest Concept(a good vac!)and reads the owners manual and gets the proper belt and tries to change it?!?
Hood has 4 screws seen after removing bottom plate and brush.2 at back corner,1 under brush,1 behind brush housing.

Hate changing those belts, though they do last a lot longer than the belts on the convertible and decade. I don't think I ever removed the hood to do it though, will admit it sucks. Maybe I should have taken the hood off? Been years.

Also, I just installed a type 49 belt from a 1978 package and it keeps slipping off. Is it possible the rubber lost its stretchiness after 40 years?
