Considering this vacuum is for industrial and commercial use, and not home use, yes "shakeout bag" means exactly that. No bags. You remove the entire cloth bag and shake it out over a wastebin and reinstall. I don;t know the exact logistics involved in why bags are evil for industrial use but I suspect it's to save money and time so you're not changing the bag every 2 floors.
 
Guessing that, bag won't tear from gosh what did you pick up? won't have to stop cleaning because nobody ordered bags and of course the bottom-line when buying, they see no other expense, or ongoing.
 
Yep. As the others said, the bag is just a cloth one. It has a built in "fill tube" of sorts which prevents the dirt from falling back down into the fan chamber when you switch off the cleaner. To empty it, simply unclip the bag from the base of the cleaner, slide off the clip at the top of the bag, and shake all the dirt out through the top.

Interestingly, the cleaner I posted a link to is the same as an SC684, except it does have the quick clean fan chamber. Sanitaire has not yet offered a cleaner with both the plastic hood and the quick clean fan chamber.
