Sounds like an early 1970’s (late 1960’s?) Eureka Rugulator upright to me. Eureka had nice big rectangular headlights on those.I don’t think any vacuum maker was offering metal handles in the 1990’s….unless it was a commercial vacuum like a Sanitaire…but that would have been a polished chrome metal handle.
