Assembly issues are why you buy from a local dealer who will assemble and test it before you to see that everything is properly working.. I work for two different Sanitaire dealers as a repair technician.
Here's a trick to make the handle not all loose, take a cloth and some vice grips and squeeze the joints between the tubes and also at the handle bail before final tightening of the handle bolts. They won't ever back out.
