Well...

if they are screws, there should be a tool to unscrew them, if they are rivets, then the best and possibly only safe way is to drill them out. if done carefully, they should be coaxed out. Then you can either re-rivet the cap base on or find a couple of appropriate size screws to replace the rivets.

You will have to find someone that can lend you a drill.

Anyone else have a better idea?

No drill needed

Just wack the top of the old rivet with a flat head and hammer and they should pop off. You can also try prying with a flat head or small pry bar ... remove the pieces that fall in!

That is only necessary if the current "bowl" is damaged. The cap itself unscrews and does not usually require a new bowl.

If the bowl is good you might consider adding HEPA instead of that cap. It may look a little silly but adds filtration and muffliflication ~ shhh ;)

Hum

This is the vac the head has pop all ready how do i remove the rest there is still a piece of the rivets there a small shaft how do i knock it out???pic taken during repaint

well HOT DAM IT WORK!!!!!!!!!!!!!!!!!!!!!! rivets are out ! i put screws to hold the cap until i have the bowl yaaay whoo it work now the cap stays on !

il order a bowl some time soon for now screws hold the cap in place not pretty but it works .I love this site when ever im stuck some one always answers me
 
Yay

The hammer and small punch and presto! i used a small punch and hammer to take the rest of the rivet out a few tap and bang voila!
