There's really no question that that is a cloth-braided Appliance cord for a percolator, toaster, iron or grilled cheese press. The original has been lost or destroyed so the home handyman has has provided a short cord to plug into an extension cord for Milady's vacuuming ritual.
The spacing of the prongs fits the Canadian power socket. Canadian Electrolux sockets are wider than American Electroluxs of the period and are not interchangeable between the two.
The one-piece rubber plug surrounding the socket is often dried out and crumbling; an appliance cord end is a suitable fixit replacement, especially if it is the older two-piece Bakelite end held together by a removable bolt. Newer ones are riveted together and more of a problem to separate but it can be done by drilling out the rivet.
A few of my CanLux 'loafs' came with replaced sockets like this but fortunately I have an ample supply of correct Electrolux cords - Canadian and American. The vulnerabilty of the vacuum's removable cord is the reason I prefer Cord Winders on my XXXs, LXs, 30s and 50s Electroluxes.
