Dialamatic brush change?

Hi, I'm a new member and have a dialamatic with power drive that I've taken part. But was wondering at what point/length the brushes should be replaced? Also there is an circular felt like ring that came off the motor shaft, and I'm not sure what order it's place in the fittings?

I have at least 20 DAMs upstairs in the building that must be emptied.So you and others could make a trip to east TN and have your favorite DAM in you favorite color and MUCH MORE!
