Ted, if you can't ship, have you tried reaching out to local vac shops in your area. It might just be easier to sell them as a lot to a vac shop who will use them to fix customer's vacs, sell them a powerhead, or put one on a refurbished vacuum for sale. It might be easier doing this, or selling locally through ads or Facebook Marketplace.
