I believe that is a sign of bad bearings but I'm not sure.

Rugsucker, I would be interested in a soft bag Hoover Innovation. As well as a few Bisons. Would you be willing to maybe ship them?

I would say if it is in good condition meaning it runs good and there is no broken parts, then it may be worth between $25-45. But it's really only worth what someone is willing to pay for it.
