Electrolux We had these years ago as Vikings. It may be normal to not feel suction at outlet until specific hose end is inserted. With many uprights you can feel suction at top of a new bag before lid is closed. The brush stopping is probably a simple matter of needing a new belt.

Elite bag This was a common problem that didn't allow the paper bag to inflate. I have seen this several times when customer assembled. Hoover later added a sheet to instructions showing right and wrong assembly.
