    Hi there. I don't know if you saw my reply. You will find that your replacement Hoover will do the same thing. These models do not turn off the brush when the vacuum is in the upright position. You must manually press the pedal to disengage it.

    Which sealer(s) did you use? I use RTV silicone for fixing leaks like this on vacuums, and it usually works if the sealing surfaces have been prepped appropriately. Perhaps try RTV?

    You can regulate the suction pressure of a vacuum with a vent. With an adjustable suction relief vent, you can turn even high-powered vacs into what you are looking for.
