Good news! <span style="font-family: 'trebuchet ms', geneva;">Bags for the GE Swivel Top canister are still available -- believe it or not!  I just checked with Hesco, Inc. (a parts vendor from whom I often buy replacement vacuum parts), and they have available a package of 5 bags for 98 cents...
