Your best bet would be to buy some Mother's Mag and Aluminum Polish and hand polish yourself. It won't get rid of the "liver spots" but it will make it shine. It only takes about 20 minutes for me to polish my Kirby's like that. If you can't find Mother's, look for Turtle Wax Chrome Polish and...

These are inherent... ...to the early Classic III handles. The original (1976-77) run had these, and they were very flimsy. I recommend finding a 1978-79 handle, as they are much better and more comfortable.
