    I think...... it's a brush/armature thing to be honest. I'd thoroughly test the armature, put in new brushes if it pasts the test, use a brush stone on the commutator and I'd bet it will quit...if not, time for another motor. I've got new armatures somewhere too in boxes.....might warrant...
