    Why not try using a Kirby HEPA Cloth bag? I think that would work since it's one of the largest upright bags on the market. Take off the cardboard collar, close the hole up with staples or glue, and then cut the side of the bag open and line the GE cloth motor bag with it.

    Try cleaning out the fans in the motor. If it was used for years with substandard generic bags, the dust buildup in the fans would definitely cause that issue. Also check the rubber motor mount - they are known for cracking and breaking.
