Update I just received the belt that I ordered thanks to VacMadMan. I put it on and it seems to work pretty good and seems to be the right size. Thanks VacMadMan! The belt is a Hoover 12471. I ordered it from Amazon. I just thought I'd share this so people can see it for future reference.

Flat Belt Yes, it did indeed use a flat belt. I have the original belt for mine which is obviously dried up and not usable at this point but it is a flat white belt that measures 14 inches long. Unfortunately from what I could find online, it doesn't appear that vacuum belts are sold by size...
